On April 19, 2024, The French Institute of Texas A&M University (Centre d’Excellence) at the Scowcroft Institute of International Affairs at the Bush School of Government & Public Service at Texas A&M University hosted François Hollande, Former President of France, as he discussed “Upheavals: The New World Disorder and Democracy’s Struggle with Terrorism” at the Annenberg Presidential Conference Center. President of France between 2012 and 2017, François Hollande has been a global leader, respected commentator, and privileged spectator to European and international upheavals that have shaken our confidence in democratic stability and global security in recent years. French President during the horrific Islamist attacks on that country in 2015 and 2016, Hollande has confronted the threat of global Jihad and been a staunch defender of democratic values in the face of a rise of global authoritarianism, populism, and assaults on democracy and freedom in Ukraine and elsewhere. Based on his recent book Upheavals: Understanding the New Global Situation (2022) in his lecture President Hollande will analyze of the current international disarray and propose ways to confront and defeat democracy’s enemies
On April 10, 2024, The Hamas attack on Israel and the Israeli response has once again demonstrated that however much successive U.S. Administrations might wish to pivot to some other part of the world, the Middle East has a way of forcing itself to the top of our foreign policy agenda. We will take a look at where we are in the Middle East, how we got here and what may happen next.
On March 8, 2024, The Scowcroft Institute of International Affairs, Albritton Center of Grand Strategy at the Bush School of Government & Public Service and the Department of History at Texas A&M University hosted Dr Phillips Payson O’Brien as he discussed “Ukraine & the Future of War.” Victory in Ukraine is an important element in the strategy of the US and NATO to continue democratic progress, and the West has accordingly provided Ukraine with the military means to fight back against Russian aggression. Ukraine is conducting the war under its own terms, however, sometimes frustrating US experts. The discussion focused both on the importance of victory for Ukraine and on what operations there teach us about the future of warfare.

On February 15, 2024, Michael Cohen, Christopher Preble, PhD, and Monica Duffy Toft, PhD. focused on two pivotal aspects of the Afghan conflict and U.S. foreign policy. First, they looked back at the US decision to go to war in Afghanistan, with a particular focus on how U.S. officials, especially President George W. Bush, framed the 9/11 attacks and the US response in black-and-white terms. This decision limited US strategic options, led to an aggressive counterterrorism policy that targeted the Taliban and made political reconciliation and stability in Afghanistan impossible. They’ll discuss the impact of this framing on policymaking and its implications for subsequent administrations. Second, they delved into the consequences of conflating the Taliban with Al-Qaeda — and treating these two very different groups as if they were one and the same with identical strategic objectives. They analyzed the initial success of the U.S. invasion and the overlooked opportunities for reconciliation, including an aborted Taliban surrender in 2001 that could have put Afghanistan — and the United States — on a very different and more peaceful path. The discussion highlighted the impact of these strategic errors on regional stability and the prolonged conflict in Afghanistan. This event was a deep dive into often unexplored aspects of the Afghan war — and their relevance to current conflicts in Ukraine and the Middle East.

- On April 18, 2023, the Scowcroft Institute hosted Dr. Lizzie Collingham, an independent historian who uses food as a way of linking the minutiae of daily life to the broad sweep of historical processes, as she discussed “The Struggle for Food Security in the 20th Century.”

- On March 27, 2023, the Scowcroft Institute of International Affairs hosted Dr. Angela Stent to discuss how Russia’s unprovoked war against Ukraine has united the collective West against it in unprecedented ways, including waves of sanctions and significant military and humanitarian assistance.
- On February 13, 2023, the Scowcroft Institute of International Affairs hosted U.S. Ambassador Liliana Ayalde (Ret.) to discuss “Brazil Today from the Eyes of a Former U.S. Ambassador” at the Annenberg Presidential Conference Center. Drawing upon her distinguished 38-year career, U.S. Ambassador Liliana Ayalde (Ret.) discussed the recent elections in Brazil and careers in development and diplomacy.
- On February 6, 2023, the Scowcroft Institute of International Affairs hosted Sister Rosemary Nyirumbe to discuss “Sewing Hope” at the Annenberg Presidential Conference Center. Sister Rosemary, of the Sisters of the Sacred Heart of Jesus based in Juba, South Sudan on the border of Uganda and South Sudan, has lived at Saint Monica’s, in Gulu, Uganda since 2002.
- As part of the 25th Anniversary Celebration of the Bush School, on Jan. 30, 2023 the Scowcroft Institute of International Affairs presented “New Perspectives on George H.W. Bush from Former White House Senior Staff” at the Annenberg Presidential Conference Center.
- On Tuesday, November 15, 2022, Dr. Luke Patey discussed new book, “How China Loses: The Pushback Against Chinese Global Ambitions,” while unravelling myths about China’s growing power in the world.
- On Monday, November 14, 2022 Pascal Bruckner, a French philosopher, novelist, and a Professor at Sciences Po (Paris) for twenty years, discussed the nondemocratic state of Russia, a country long devoted to slavery and autocracy that never abandoned the idea of being an empire.

- On April 28, 2022 the Albritton Center for Grand Strategy and the Scowroft Institute presented Dr. Paul Kennedy discussing his newest book, Victory at Sea: Naval Power and the Transformation of the Global Order (Yale University Press, 2022).
- On April 25, 2022 the Scowcroft Institute of International Affairs hosted an event titled “Memorializing Violence: the French Museum and Memorial of Terrorism.” Dr. Henry Rousso, emeritus senior researcher at the French National Centre for Scientific Research (Paris, France) and currently a Hagler Institute for Advanced Studies’ fellow, affiliated to the Bush School of Government and Public Service, talked about the future project that he has been appointed to oversee – a French museum and memorial to memorialize the tragic events of a decade of Islamist terrorist attacks.
- On April 4, 2022 the Scowcroft Institute of International Affairs hosted an event titled “Great Power Competition: America’s Challenges and Opportunities.” Ambassador Paula J. Dobriansky, Senior Fellow at Harvard University’s Belfer Center and former Under Secretary of State for Global Affairs, talked about the challenges that the United States will face.
- On March 8, 2022 the Scowcroft Institute of International Affairs hosted an event titled “Russia, Ukraine and the United States.” Ambassador William Taylor, former senior U.S. career diplomat and former ambassador to Ukraine, discussed the Ukraine/Russia crisis.
- On November 4, 2021 the Scowcroft Institute of International Affairs welcomed Dr. Serhii Plokhii as he talked about the history of the Cuban Missile Crisis and its aftermath as seen through the lenses of the recently declassified KGB documents.
- On October 21, 2021 the Scowcroft Institute welcomed Ryan Crocker, former Ambassador to Afghanistan and former dean of the Bush School and Andrew Natsios, Administrator of USAID from 2001 to 2006, to discuss their experiences with state building in Afghanistan.
- On October 5, 2021 the Scowcroft Institute of International Affairs welcomed Dr. Gerard Prunier, an independent consultant on Eastern & Central African affairs and former Director of the French Center for Ethiopian Studies in Addis-Ababa, as he talked about the current events in Ethiopia.
- On September 16, 2021, Professor Andrew Natsios, Director of the Scowcroft Institute, and Dr. Gerarld Parker, Director of the Pandemic & Biosecurity Policy Program at the Scowcroft Institute, hosted a discussion on the current state of COVID-19 and its variants. The event addressed the effectiveness and relative risks/benefits of available vaccines and the impact of masking/not masking on public health.
- On September 9, 2021, the Scowcroft Institute of International Affairs welcomed Ambassador (Ret.) Wendy Chamberlin, as she talked about her experiences as the U.S. Ambassador to Pakistan during and post-9/11 and her role in securing Pakistan’s cooperation for the U.S.-led campaign again al Qaeda terrorists in Afghanistan.
- On June 1, 2021, the Center for Strategic & International Studies held a conversation on the essay anthology, Transforming Our World: President George H. W. Bush and American Foreign Policy. The book presents detailed first-hand accounts from high level officials under the H.W. Bush Administration, examining the 41st president’s foreign policy approach. Both co-editors, former USAID administrator Andrew Natsios, and former White House Chief of Staff Andrew Card gave opening remarks followed by a panel discussion with four of the authors, all former H.W. Bush Administration officials, Catherine Bertini, Ambassador Carla A. Hills, Ambassador Thomas R. Pickering, and Douglas Paal.
- On April 22, 2021, the Scowcroft Institute of International Affairs hosted a moderated panel discussion with experts that explored SARS-COV-2 variants in Texas, the vaccine industry’s role in responding to COVID-19 and preparing for SARS-COV-2 variants, worldwide clinical status of COVID-19 vaccines, and SARS-COV-2 evolution and predictions for future variants.
- On April 12, 2021, the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Dr. Anders Åslund for a talk on his recent book, Russia’s Crony Capitalism: The Path from Market Economy to Kleptocracy.
- On March 22, 2021, the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Professor Luke Nichter for a talk on his recent book, The Last Brahmin: Henry Cabot Lodge, Jr. and the Making of the Cold War.
- On March 17, 2021, the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Dr. Ren Mu for a discussion on her recent study, “Uneven Recovery from the COVID-19 Pandemic: Post-lockdown Human Mobility across Chinese Cities.”
- On Wednesday, March 10, 2021 the Scowcroft Institute of International Affairs hosted Dr. Matthew Kroenig. Kroenig spoke on his recent book, The Return of Great Power Rivalry: Democracy Versus Autocracy from the Ancient World to the U.S. and China. He is a professor of government and foreign service at Georgetown University. He is also the Deputy Director of the Atlantic Council’s Scowcroft Center for Strategy and Security. A 2019 study in Perspectives on Politics ranked him as one of the top 25 most cited political scientists of his generation.
- On February 23, 2021, the Bush School DC Teaching Site and the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Piotr Wilczek, the Ambassador of Poland to the US, as he discussed the future of the relations between Poland and the United States under the Biden administration. He was joined by Dr. Yuval Weber for a fireside chat about how the relationship has transformed over the last four years and what will grow during the next four.
- On February 22, 2021, Sir Paul Collier gave a talk on his recent book, “The Future of Capitalism: Facing the New Anxieties.” The book diagnoses the failures of capitalism and gives a vision for how we can repair it.
- On Feb. 2, 2021, the Scowcroft Institute of International Affairs hosted Robert Kaplan on his recent book, “The Good American: The Epic Life of Bob Gersony, the U.S. Government’s Greatest Humanitarian.” This timely book has been published during a critical moment where the US is withdrawing into itself and trust in the government is at an all-time low.
- The Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted the 6th Annual Pandemic Policy Summit via Zoom on December 1 and 2, 2020. Day One featured a keynote address by Rosemary Gibson, a panel giving an overview of the bioeconomy, and a panel covering the challenges and potential of technologies in relation to the bioeconomy. Day Two featured a panel on the legal challenges facing the bioeconomy and a panel on the current pandemic, SARS-CoV-2.
- The Scowcroft Institute of International Affairs at the Bush School of Government and Public Service and Dentons hosted a panel on November 19 on the geopolitical implications of the pandemic. Panelists were Sir Dominic Asquith, Andrew Natsios, and Dr. Will Norris, and the panel was moderated by Melissa Mahle.
- The Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted a panel on November 17 on the potential long-term effects of COVID-19. Dr. Christine Crudo Blackburn, Dr. Glen Laine, and Dr. Gerald Parker served as panelists and Professor Andrew Natsios served as moderator.
- On November 10, 2020, the Scowcroft Institute hosted a virtual discussion on the need for international cooperation to mitigate the consequences of COVID-19. Dr. Christine Crudo Blackburn, Deputy Director of the Pandemic and Public Policy Program at the Scowcroft Institute, moderated the program. Professor Keiji Fukuda, Director and Clinical Professor at The University of Hong Kong School of Public Health, and Olga Jonas, Research Associate at the Harvard T. H. Chan School of Public Health and former economist at the World Bank, served as panelists.
- On October 28, 2020, the Scowcroft Institute hosted a virtual book talk by Dr. Valerie Hudson on her recent book, The First Political Order: How Sex Shapes Governance and National Security Worldwide, co-authored with Donna Lee Bowen and Perpetua Lynne Nielsen.
- On Oct. 7, 2020, Dr. Richard Haass, President of the Council on Foreign Relations, delivered a talk on his recent book, The World: A Brief Introduction. This event was hosted by the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service at Texas A&M University.
- On September 23, 2020, Dentons and the Scowcroft Institute held a virtual event titled Learning to Live with COVID-19: National Security and Global Supply Chains. The virtual discussion was on the impact COVID-19 has had on national security and global supply chains, and what future implications may be.
- On September 21, 2020, the Scowcroft Institute held a virtual event titled Human Intelligence Operations in the Age of AI. Mr. Bruce Valentine discusses the threats challenges faced by HUMINT operations as algorithms increasingly dominate the environment.
- On August 31, 2020, the Scowcroft Institute held a virtual event titled America in the World: A History of U.S. Diplomacy and Foreign Policy. Robert Zoellick was the featured guest. Mr. Zoellick has served as Deputy Secretary of State, U.S. Trade Representative, and President of the World Bank. Earlier in his career, Zoellick served as Counselor to the Secretary of the Treasury and Deputy Chief of Staff at the White House and Assistant to President George W. Bush.
- On July 22, 2020, the Scowcroft Institute of International Affairs at the Bush School held a virtual roll-out and discussion of the Fourth Annual White Paper, Pandemic Preparedness and Response in the Age of Technology. Panelists included Christine Crudo Blackburn, PhD; Professor Andrew Natsios; Gerald Parker, DVM, PhD; and Oyewale Tomori, DVM, PhD.
- On July 9, 2020, Dentons and the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service held a virtual discussion on the effect COVID-19 has had on the economy and the changes that will be implemented to cope with the virus going forward.

Jeb Bush opened the program and introduced Elizabeth Cobbs for moderating.

- On February 6, 2020, the France/TAMU Institute (French Center of Excellence) and the Scowcroft Institute of International Affairs at the Bush School hosted a round table discussion on the genocide of Rwandan Tutsi and its aftermath.
- On February 6, 2020, the Mosbacher Institute for Trade, Economics, and Public Policy and the Scowcroft Institute of International Affairs hosted the talk “Reimagining Globalization,” featuring Dr. Dani Rodrik, Ford Foundation Professor of International Political Economy at the Harvard Kennedy School.
- On February 10, 2020, Kim Ghattas, Emmy-award winning journalist and writer who covered the Middle East for twenty years for the BBC and the Financial Times, discussed her new book, Black Wave: Saudi Arabia, Iran, and the Forty-Year Rivalry That Unraveled Culture, Religion and Collective Memory in the Middle East.

- On November 13, 2019, the Scowcroft Institute of International Affairs hosted a fireside chat with 22nd Secretary of Defense Robert Gates and the Bush School of Government and Public Service’s Dean Mark Welsh.
- On October 28, 2019, the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Sir Winston Churchill’s granddaughter, Celia Sandys, for a talk on Sir Winston Churchill’s leadership style and influence.
- On October, 24, 2019, the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Sir Winston Churchill’s granddaughter, Celia Sandys, for a talk on the time she spent with her grandfather, both at their home in England and as she accompanied him on his many military, political, and private travels across the world.
- In October 1993, two U.S. Black Hawk helicopters were shot down in Mogadishu, Somalia, forcing the 2nd Battalion 14th Infantry Regiment of the 10th Mountain Division (2-14) to engage in a fight to reach the soldiers and bring them home. The Scowcroft Institute hosted a film showing of the documentary, Black Hawk Down: The Untold Story, followed by an expert panel with speakers BG William David, Battalion Commander, COL Randall Larsen, Film Director, and Professor Andrew Natsios, former Administrator of USAID.
- On October 15, 2019, The Albritton Center for Grand Strategy and the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service hosted Dr. Evelyn Farkas, former Deputy Assistant Secretary of Defense for Russia/Ukraine/Eurasia, for a discussion on current and future relations with Russia.
- George H. W. Bush did not intend to make the Middle East a center-piece of his foreign policy, but the invasion of Kuwait changed the focus of the Administration. The Scowcroft Institute hosts a talk by Ambassador Dennis Ross, who discussed President Bush’s priority of the Middle East.
- On September 30,2019, the Scowcroft Institute of International Affairs hosted Dr. Marcus Noland, who delivered a lecture titled, North Korea: Sanctions, Inducements, and Purposeful Engagements.
- On September 17, 2019, the Director of the Scowcroft Institute of International Affairs, Professor Andrew Natsios, interviewed Ambassador Winston Lord over Amb. Lord’s book, Kissinger on Kissinger: Reflections on Diplomacy, Grand Strategy, and Leadership.
- The Third Annual Pandemic & Biosecurity Policy Summit discussed the 100th anniversary of the 1918-19 influenza outbreak and consider global health security challenges of the 21st Century. This event is designed to foster strategic dialogue with influential thought leaders, senior U.S. and host country government officials, and pandemic and biosecurity experts about the growing challenges faced by the international community and policy recommendations for strengthening preparedness and response.
- Valerie Plame Wilson, an outed CIA spy, delivered remarks on her experiences and lessons learned during her time in the CIA.
- The Department of International Affairs and the Scowcroft Institute of International Affairs at the Bush School of Government and Public Service present Middle Eastern affairs expert Steven Simon. Simon delivered a lecture on U.S. Policy in Syria and the implications for Syria’s future.
- Former “spy hunter” Robert Booth discusses the threat espionage poses to our national security from the State Department’s perspective, along with economic versus military and diplomatic espionage.
- Jean Becker, Chief of Staff to President George H.W. Bush, and Andy Card, White House Deputy Chief of Staff to George H.W. Bush and White House Chief of Staff to President George W. Bush, will share their experiences with the inner workings of George H.W. Bush’s White House and the Bush style of leadership.
- Ambassador Ron Neumann gave a talk based on diplomacy’s role, why professionalism is needed, America’s current diplomatic posture, and the practices of other major powers. Ronald E. Neumann is the President of the American Academy of Diplomacy. He was Ambassador to Algeria, Bahrain, and Afghanistan as well as a Deputy Assistant Secretary of State for the Middle East and a senior officer in Iraq.
- Professor David Shambaugh, a prominent scholar of China and U.S.-China Relations, talked on the ties built, accomplishments, and competition between the world’s two primary powers.
