Lieutenant Colonel Dallas C. Clements commissioned into the United States Army in 2002 from the University of Tennessee, Knoxville. After serving in Battalion and Brigade level staff positions in Germany and Iraq, he joined the Tennessee National Guard in 2005.
LTC Clements served in various leadership and staff assignments within the Tennessee National Guard. In his most recent role as the Tennessee National Guard’s Deputy Director of Military Support, he led disaster response planning, built large scale interagency disaster exercises that improved disaster readiness, and assisted with the mobilization of units in response to multiple fires, floods, tornadoes, hurricanes, and civil disturbances. His previous assignments include: 117th Military Police Battalion Commander, Defensive Cyberspace Operations Element Team Chief, J6 Plans and Operations Chief, 30th Troop Command S6, 30th Troop Command Operations Plans Officer, 253rd Military Police Company Commander, and 269th Military Police Company Platoon Leader.
LTC Clements is a graduate of the Signal Officer Basic Course, Military Police Captains’ Career Course, Command and General Staff Officers’ Course, and Advanced Operations Course. He earned a Master of Arts in Emergency and Disaster Management from American Military University and a Bachelor of Science in Communications from the University of Tennessee, Knoxville. He is also recognized as a Certified Emergency Manager (CEM) by the Emergency Management Association of Tennessee and an Incident Command System (ICS) Communications Leader (COML) by the Tennessee Emergency Management Agency.
LTC Clements’ military awards and decorations include: the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Air Force Commendation Medal, Army Achievement Medal, Air Force Achievement Medal, Armed Forces Service Medal, Humanitarian Service Medal, Valorous Unit Award, Army Superior Unit Award, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal, the Tennessee State Emergency Service Ribbon, and the Mississippi State Emergency Service Ribbon.
