Dr. Tom Haase is an Associate Professor in the Department of Public Service and Administration at the Bush School of Government and Public Service. Dr. Haase holds a PhD in Public and International Affairs and a JD from the University of Pittsburgh. Dr. Haase's research examines how public institutions prepare for and respond to emergencies and disasters. His current projects explore emergency management in higher education institutions, the planning processes undertaken for mega-sporting events, and the evolution of emergency management policy and practice.
Dr. Haase has published in journals such as Administration & Society, Journal of Public Works Management and Public Policy, Natural Hazards, Natural Hazard Review, Local Governance, and The International Journal of Public Administration. Drawing upon almost two decades of teaching experience, Dr. Haase offers courses on homeland security, international disaster management, disaster law and politics, and community resilience. Dr. Haase also supports his community by serving as a volunteer and trainer for the Community Emergency Response Team in Walker County, Texas.
Previously, Dr. Haase spent nine years at Sam Houston State University. During that time, Dr. Haase had appointments with the Department of Security Studies and the Department of Political Science, where he served as the Director of the Master of Public Administration program. Before transitioning to Texas, Dr. Haase lived in Beirut, Lebanon, where he served as Chair of The American University of Beirut’s Department of Political Studies and Public Administration.
