Department of Public Service and Administration
The Department of Public Service and Administration offers four different minors for students outside of the department. Students must complete an application (link below) to declare one of the minors. Minor applications are reviewed weekly by the Office of Undergraduate Programs and Advising. An academic advisor will provide you with a response for your minor application.
Public Service & Administration – Homeland Security and Emergency Management (HSEM)
The Homeland Security and Emergency Management (HSEM) minor prepares students for impactful careers in the exciting field of homeland security and emergency management. HSEM minors learn about issues relating to national defense and homeland security, public administration and emergency management. They will develop leadership skills while studying timely homeland security topics such as counterterrorism and disaster response.

Required: PSAA 210, 272, 340, 372
Choose one: PSAA 403, 404, 405, 430, 440, 442, 472
Public Service & Administration – Nonprofit Studies (NPST)
The Nonprofit Studies (NPST) minor prepares students for impactful careers in the nonprofit sector. Create a career path that allows you to connect your skills with what you value. Help solve challenging social issues working for one of more than 1.29 million nonprofit organizations. Join a growing profession, as nonprofit employment outpaces many other sectors. NPST minors learn about the scope of the nonprofit sector and the role of nonprofits in public service. They will also develop expertise in specific aspects of nonprofit leadership such as fundraising or stakeholder engagement.
NPST Minor Requirements:
Required: PSAA 210, 360 (6 hours)
Select three of the following: PSAA 340, 344, 364, 403, 405, 430, 441, 442 (9 hours)
Public Service & Administration – Public Management (PBMG)
The Public Management (PBMG) minor prepares students for impactful careers in the public sector. One in every seven Texas jobs are in the public sector and a minor in public management can help prepare you for nearly all of them. Come be part of using the power of government to change the world for the better. PBMG minors develop a deep understanding of the many ways the public sector affects us all and hone the skills required to lead and manage in the public sector.
PBMG Minor Requirements:
Required: PSAA 210, 340, 430 (9 hours)
Select two of the following: PSAA 205, 403, 404, 405, 440, 441, 442, 443 (6 hours)
Public Service & Administration – Public Policy Analysis (PPAN)
The Public Policy Analysis (PPAN) minor prepares students for impactful careers in public policy. Changing the world takes time and money and we can’t afford to waste either of them on policies that don’t work. Policy analysis teaches us how to identify programs that work and helps to redirect money away from programs that don’t. It complements majors within all of the social sciences, humanities, and many of the natural sciences or engineering departments. PPAN students learn about the context and tools of public policy analysis and can focus on specific policy topics such as environmental policy, health policy or education policy.
PPAN Minor Requirements:
Required: PSAA 210, 350 (or ECON 323), 440, 450 (12 hours)
Choose one: ECON 312, 441, PSAA 342, 354, 404, 452, 453 (3 hours)
