Bush School Professor Named Regents Professor

BRYAN-COLLEGE STATION, Nov. 14, 2023 — The Bush School of Government & Public Service is pleased to announce that Dr. Ann O’M. Bowman has been named one of Texas A&M University’s 14 Regents Professors for 2023-2024.

The Regents Professor Award was established in 1996 to recognize faculty who have made extraordinary contributions to the university. The award is bestowed to full-time faculty members who have held the rank of professor or equivalent in the Texas A&M University System for at least five years and have produced a distinguished record of teaching, research and other scholarly activities.

Dr. Bowman holds the Hazel Davis and Robert Kennedy Endowed Chair in Government and Public Service. Research.com recently ranked Dr. Bowman as number 667 among the nation’s best scientists and 1,309 among the world’s best scientists in the category of political science.

“We are extremely proud of Dr. Bowman and her many accomplishments and contributions to Texas A&M and the Bush School,” said Acting Dean Frank B. Ashley, III. “Ann has been a tremendous asset to our students, her fellow Public Service and Administration colleagues, and the entire Bush School faculty.”

Dr. Bowman joined the Bush School faculty in 2008. Her research has focused on public administration, politics, Federalism, political economy and economic growth.  She has published articles in various scholarly journals since 2012, including Urban Affairs Review, Public Administration Review, Policy Studies Journal, Political Research Quarterly, Journal of Urban Design, Cities, American Review of Public Administration, and Journal of Politics. Recent books include the 10th edition of State and Local Government (Cengage, 2017, co-authored with Richard C. Kearney). In 2020, Temple University Press published her latest book, Reinventing the Austin City Council.

Before joining the Bush School, Dr. Bowman was a faculty member at the University of South Carolina, where she was the James F. and Maude B. Byrnes Professor of Government. She received her doctorate in political science from the University of Florida. Dr. Bowman specialized in state and local politics and management, intergovernmental relations and public policy, especially the substantive areas of environment, economic development and land use. She is a Fellow of the National Academy of Public Administration and is a past president of the Southern Political Science Association.

Dr. Bowman also held a Lincoln Government Fellowship at the National League of Cities in Washington, D.C., and later received a Fulbright award to Denmark to serve as the Odense Distinguished Chair in American Studies. She has won the Donald C. Stone Award for Research, given by the Section on Intergovernmental Administration and Management of the American Society for Public Administration (ASPA), and in 2016, she received the Daniel Elazar Distinguished Scholar Award from the Federalism and Intergovernmental Relations section of the American Political Science Association. She has been president of three organized sections of APSA: Public Policy, Urban Politics, and Federalism/Intergovernmental Relations. She has been Book Review Editor for the Journal of Politics and Urban Affairs Review. Currently, Dr. Bowman is a member of the Editorial Board of Public Administration Review and, the Editorial Advisory Council of Publius: The Journal of Federalism.
