Andrew S. Natsios, executive professor at the Bush School’s Scowcroft Institute and former USAID administrator (2001–2006), received the Extraordinary Public Service Award at the Foreign Policy for America 2025 Leadership Summit. In his remarks, he honored USAID staff and underscored the agency’s vital role in humanitarian aid, pandemic response, and food security.
The Scowcroft Institute of International Affairs at Texas A&M has published the second and final installment of Dr. Robert Kadlec’s report, A Critical Review of COVID‑19 Origins: “Hidden in Plain Sight”. This white paper explores three pivotal findings: that the pandemic likely resulted from a laboratory escape rather than natural spillover; that COVID‑19 has substantial short‑ and long‑term effects on the brain—even in children and mild cases; and that prior Chinese military coronavirus research, possibly aimed at brain protection, raises serious national security and arms‑control concerns.
