Scowcroft Institute Grants Overview
Scowcroft Institute of International AffairsThe Foundation has instituted two research grant programs to assist scholars doing research at the George Bush Presidential Library. The Peter and Edith O’Donnell Research Grant supports research in any field, but it must make use of the holdings of the George Bush Presidential Library. The Korea Grant Program focuses on Asia, particularly Korea, and the research also must make use of the holdings of the George Bush Presidential Library. The Korea Grant Program is made possible through an endowment from the Korea Foundation. Awards for both grants range from $500 to $2,500. The Scowcroft Institute also offers Scowcroft Faculty Research Grants ranging from $1,000 to $2,500 to Bush School and other Texas A&M faculty doing policy-relevant research on various aspects of international affairs.
Scowcroft Grants
Faculty Research Grants
Through a generous endowment provided by Lt. Gen. Brent Scowcroft, the Scowcroft Institute of International Affairs (SIIA) at the George Bush School of Government and Public Service at Texas A&M University is able to offer grant awards each year to Texas A&M Faculty doing policy-relevant research on various aspects of international affairs.
Deadline: The application deadline is Monday, November 3, 2025 11:59 p.m. Awards will be announced by January 2026.
Awards: The program awards grants ranging from $1,000 to $2,500, and must be spent in accordance with appropriate Bush School and TAMU regulations.
Award Period: January 2026 – July 2027
Eligibility: All tenured, non-tenured, and tenure-track Bush School of Government and Public Service and other Texas A&M Faculty. Post Docs are not eligible.
Review: Applications will be reviewed by a panel of senior faculty members from the Bush School, the Bush Library, and other colleges/schools and recommend funding to the Director of the Scowcroft Institute.
Selection Criteria: Funding preference will be given to projects that will produce publishable research on an international affairs topic in an academic or policy journal or book, and based on the research topic’s merit, and its potential contribution to scholarship.
Publications Receiving Support Must Acknowledge: “The Scowcroft Institute of International Affairs at the Bush School of Government and Public Service at Texas A&M University.”
Reporting Requirements: Upon completion of the project, grantees are required to submit a brief report on their research to the Scowcroft Institute and a copy of any publications resulting from their research. The publications will be placed in the George Bush Presidential Library.

The institute is named in honor of LTG (r) Brent Scowcroft, whose long and distinguished career in public service included serving as National Security Advisor for Presidents Gerald Ford and George H.W. Bush. The Institute’s core mission is to foster and disseminate policy-oriented research on international affairs by supporting faculty and student research, hosting international speakers and major scholarly conferences, and providing grants to outside researchers to use the holdings of the Bush Library.

Korea/Asia Grant Program
The Korea Foundation and the Scowcroft Institute invite applications for research grants on East Asia, including Korea. Research must include, but not be limited to, holdings of the George Bush Presidential Library. The grant program, formerly administered by the George Bush Presidential Library Foundation, is made possible through the support of the Korea Foundation.
Deadline: The application deadline is Monday, November 3, 2025 11:59 p.m. Awards will be announced by January 2026.
Awards: The program awards grants ranging from $500 to $2,500. Funds are issued in two payments. One-half of the approved funds will be distributed once travel arrangements have been made, and the remaining balance will be distributed after the submission of the final report. Please note: Applicants located outside of the U.S. have a different process for the disbursement of funds.
Award Period: January 2026 – July 2027
Eligibility: Researchers and scholars interested in conducting relevant research at the George Bush Presidential Library. Includes, but is not limited to tenured, non-tenured, tenure-track, Pre-Doc, and Post-Doc researchers and scholars interested in the era of the 41st U.S.A president, George H.W. Bush (1989-1993). This can include national or international research.
Prospective researchers are strongly encouraged to write, call or email the Bush Library staff in advance of submitting an application to determine whether the library contains material relevant to their research topic. (Contact: library.bush@nara.gov or (979) 691-4041)

O’Donnell Grant Program
