Deborah Walker is an attorney and venture developer with broad experience in international disputes, corporate legal affairs, and international development. She holds a joint appointment to the faculty of the Texas A&M University Bush School of Government and Public Service and the A&M School of Law. She has developed courses on international trade and sustainability across supply chains; international energy, and regional security. The courses include field study travel to Vienna-based IGOs and NGOs. In addition, she supervises capstone projects with a focus on climate- and gender-resilient growth and ecological governance. Walker’s international career began in the early 1990s as a Vienna-based in-house counsel for the Coca-Cola Company’s East Central Europe Division as it rapidly invested in manufacturing plants and marketing companies in the nascent post-socialist, often conflict-ridden markets of eastern Europe, including Albania and the multiple successor states emerging from a decade of Yugoslav wars. As a lawyer supporting business development units in frontier markets and after launching her own firm from Vienna and Sofia offices, Walker was at the forefront of pioneering the rollout of new ventures and products, helping companies operate with due regard to US and local law compliance and leading intellectual property rights litigation in over twenty-five emerging markets spanning central Europe to Asia, Africa, and the Middle East. She often served as virtual general counsel and provided management, strategic, and commercialization services to investors in countries transitioning from planned economies to market-driven economies and across regulated industries, including finance; energy; life sciences; IT/telecoms; technology entrepreneurs; law firms; venture capital funds; and other Fortune 100 multinationals, including IBM, Microsoft, and other members of the Business Software Alliance.

Much of Walker’s international development work is focused on capacity-building and know-how transfer projects supporting science and technology-based entrepreneurship for clients that include the World Bank (Info-Dev project in Romania), the US Department of Commerce (on behalf of the Aqaba Science & Technology Initiative Bi-National Roundtable), and the IC² Institute of the University of Texas at Austin (tech accelerator projects in Poland, projects with Lockheed Martin, and projects in Hungary). Other projects focus on developing early-stage investment structures, cotton value chain innovations ( India), and other ecological and social governance projects. In addition to having served on the board of the Austro-British Chamber, Walker has devoted significant time to nonprofits in education, including the American College of Sofia and the Vienna University of Economics and Business Administration, where she developed intensive skills courses for the Entrepreneurship and Innovation Department. She also serves on the International Advisory Board of Texas A&M University and on an advisory committee shaping international programs for the University of Salamanca. Walker holds the doctor of jurisprudence degree from South Texas College of Law and MS and BS degrees in agricultural economics from Texas A&M University.
