Matthew R. Hover

Lecturer

Lieutenant Colonel Matthew R. Hover, JD, is in his twentieth year of service in the US Army, currently serving as a command judge advocate, where his focus is on intelligence and national security law. He previously served as the US Army’s top operational law attorney at the Pentagon in Washington, DC, specializing in the law of armed conflict, rules of engagement, detention operations, and counterterrorism.

Lieutenant Colonel Hover has advised senior joint military commanders during combat in both conventional and special operations forces, including the Multi National Division Baghdad, joint special operations task forces in both Iraq and Afghanistan, and the US Central Command.

Due to his vast operational experience, he has been sought after to teach in both military and civilian academic institutions. He served as a graduate-level law professor at the US Naval War College, specializing in international law, from 2010 to 2012; and he currently serves as an adjunct professor for both the International Institute of Humanitarian Law in San Remo, Italy, and the Defense Institute of International Legal Studies, which provides legal education to government and military personnel throughout the world.

He earned his juris doctor degree from the Ohio State University Moritz College of Law in 2003, his master of laws degree in military law from the US Army Judge Advocate General’s Legal Center and School in 2008, his master of arts in national security and strategic studies from the Naval War College in 2011, and his bachelor of science from Michigan State University in 1996.

Since 2012, Professor Hover has served as a lecturer, teaching the graduate course Principles of International Law for the Texas A&M University Bush School of Government and Public Service.
