Joe L. HoglerDr. Joe L. Hogler is a lecturer for the Bush School’s graduate Certificate in Homeland Security and graduate Certificate in Advanced International Affairs. He is an adjunct Senior Political Scientist at the Rand Corporation, where he has been since 2009, and also currently serves as Senior Foreign Assistance Advisor / Senior Strategy and Planning Advisor to the U.S. Department of State on international narcotics control and law enforcement policy and planning in Guatemala. He is also a Senior Analyst for Wikistrat, an organization that leverages a global community of strategic analysts, contributing analytic content relating to weapons of mass destruction proliferation and counter-terrorism. Dr. Hogler is a former US Air Force colonel, having served as a strategic planner for the War on Terror from 2002 to 2003, and as director of the Joint Staff’s Office for Combating Weapons of Mass Destruction. He has co-authored monographs, book chapters, and journal articles on a wide range of international relations topics, including Cost-Benefit Assessments of Department of Defense Efforts to Build Partner Capacity (RAND, 2014), Understanding Country Planning: A Guide for Air Force Component Planners (RAND, 2012), “U.S.-Russia Relations: Is There Enough Common Ground for a New Phase?” in Russia and European Security (Dordrecht, The Netherlands: Republic of Letters Press, 2012), Assessing the Effectiveness of the International Counterproliferation Program (RAND, 2011), Developing an Assessment Framework for U.S. Air Force Building Partnerships Programs (RAND, 2010), Department of Defense Training for Operations with Interagency, Multinational, and Coalition Partners (RAND, 2008), and Building Partner Capacity for Combating WMD (Joint Force Quarterly, July 2006). Dr. Hogler served as an advisor to the Commander, U.S. Strategic Command on nuclear arms control issues and also commanded the Western Space Launch and Test Range at Vandenberg Air Force Base, California. He has also developed and led studies on emerging national security issues as well as provided analysis and advice on arms control, counterproliferation, combating WMD and security cooperation for Science Applications International Corporation. Dr. Hogler earned a PhD in international relations from the University of Kent at Canterbury, England, and is a graduate of the Bush School’s Certificate in Advanced International Affairs program. He currently teaches INTA 602: Homeland Security and Homeland Defense.
